Almost Perfect and Implants

With all the boosts to stats provided by tale of two wastelands, it's not too far fetched of an idea of getting almost every implant.

I noticed that the wiki says that the boost from endurance implants don't count towards the number of implants you can obtain, which got me wondering...

Do other boosts to endurance like Bobbleheads (if stat boots are enabled), No Weaknesses, Almost Perfect or other perks count towards the implant total?

or do we need to start the game with a certain number of endurance points and just use intense training perks?

I don't like to start out with too many points in endurance, but i don't want to miss out on anything.

You can start with your regular Special stats but use Intensive Training (max 10 times) to get at least 9 in Endurance, then the Medical Clinic implants to get you up to 10. In FO3 this isn't possible if you collect bobbleheads before the Almost Perfect perk but it is in TTW to my knowledge, since during my playthrough I collected the Charisma bobblehead prior with all implants and still have 10 in everything.

Bobbleheads in 3.2.x don't add to special stats. They are a half perk style bonus. It is quite easy to get to all 10 in SPECIAL via almost perfect, spineless from OWB, and implants. You don't need to take any points in Intense Training either.

There are also the reward Perks Ant Might/Ant Sight, the Lucky 8 Ball and the free S.P.E.C.I.A.L. point when finishing Lonesome Road DLC.

One can also max Agility by getting the Almost Perfect and then using the Sink's Auto-Doc and change any of their traits (or add an extra one, if the player didn't pick 2 before) to Small Frame.
