Level scaling question
Is it me or do all the enemies get tougher past level 20? I'm using an Automatic rifle loaded with JSP ammo, which deals around 45+ damage at good condition and 35+ damage at poor condition, and the entire Vault 87-Raven Rock section took me over 1300 rounds of ammo I only missed around 1-8th of my shots, so I'm wondering why they're so spongy when I'm using one of the most powerful autonatic weapons in the game

Vault 87 is filled with strong Super Mutants that have lots of hitpoints. Raven Rock is filled with power armored troopers and these enclave armors have high damage threshold and damage reduction values. Unless you score only headshots and have "bLocalizedDTDR=1" in "jip_nvse.ini" (helps at least against NPCs), you will need a lot of ammo to fight these opponents. I prefer AP ammo for that job, but that's mainly because I have tons of that, compared to JSP and I can always craft/buy more.

I will remind yall the pitt can manufacture ap ammo in great number.
You can buy bulk/normal bullets in job lots and remake them in the pitt

Trading tech with the Outcasts can also be a good source of ammo.

The clickety click through dialog menus is a major pain in the butt that can effectively limit the amount of bullets you get that way.
Like, if you want 10000, yes 10k, bullets that will make you click for hours, literally.
The pitt is where its at. 10k bullets? Drop all the normal bullets into the receiver. Click through the menu once and voila!

As for OP's question: ya'all using wrong weapons and wrong ammo, is what.
Automatic Rifle has very big spread, and JSP ammo is not good against high DR/DT enemies like strong SM in V87. If you really, really want to use BAR, at the very least use 308AP, and use Steady drug (reduce spread to 0)
Meanwhile, for SM like this minigun is the standard answer. Standard 5mm ammo has deep penetration, and 5mmAP has -25 DT, guaranteed to punch through most of armors. I think I use up like a thousand round of 5mmAP for Murder Pass plus V87. It's not the most conservation of ammo method, but it's late game, what else do you save 5mAP for?
