Are the implants available in the Capital Wasteland?

So since the Bobbleheads in TTW doesn't boost SPECIAL point anymore, the options to raise your SPECIAL is very limited besides the Intense Training perk, so I was wondering if I had to go to the Mojave to get the implants.

Yes.

Also the level cap is much higher, you get special from NV DLC. There's a couple quest rewards that can boost it too. There's also No Weakness and Almost Perfect, so you can max your SPECIAL late game. This made the bobbblehead boosting totally redundant.

Just the other day I helped someone on reddit on how it's possible to max the SPECIAL in TTW without using the Almost Perfect perk (although you need all the Intensive Training perks):

Then I take the full 10 Intensive training Perks (4 for CHA, 4 for AGL and 2 for PER) and end up with 10 on everything.

A few notes:
You can change around the values I described up there in different ways, but you need to pay attention to having 9 END (so you can get all the Implants), you need to consider the Lucky 8 ball, you shouldn't increase LCK past 8 before Implants and the Ball, you shouldn't increase STR past 7 before Implants and OWB's R. Spine (or past 6 if you prefer to have ANT Might instead of Sight), and you shouldn't increase PER past 8 before getting the Implant and Ant Sight (or 9 if you're getting Ant Might). And it goes without saying that you shouldn't increase any of your other SPECIAL values past 9 before getting the Implants.
So it's still possible to max it out even without using the Almost Perfect perk. :P

Huh, good to know. Where do you get the implants in DC? I don't really mind the spoilers.
I also didn't realise the levelcap is raised above 50 from NV. How much is it now btw? I'm using JSawyer UE (Not your personal edit) so I'd know how to adjust the cap in the MCM.

Yeah, your post was the one that made me wonder if there's implant in DC in the first place lol, cause you specifically said "NV Clinic's Implants". Which I interpreted as there are only implants available in the Mojave and not DC.

Yes, there are only implants in NV. Since they only exist in FNV and not in FO3.

I guess if someone only wants to play the FO3 part of TTW and wants to max out the SPECIAL points, they could just pick the Almost Perfect perk and then get the Lucky 8 ball, Ant Might/Sight and then pick Intensive Training perks for the rest, or they could make a patch to revert the TTW changes to the SPECIAL Bobbleheads using NVEdit or something.

EDIT: I just remembered the Cyberware 2281 mod. It adds an implant system similar to the Project Nevada one. And it has a TTW patch, so you can get implants from vendors and get them installed by some doctors on the Capital Wasteland. Might be worth a try.

There is Ant Sight/Might reward, and the one from Replicated Man quest. Only things in DC.
