Opinions needed for a "Perks for challenges" mod.

I’m going to be coming out with a mod (hopefully in the next couple days) that gives you the normally choosable perks for the existing challenges. One of the choices giving me trouble is how much I should lower the requirements for the ones left.
If I don’t lower them, the player could be in a soft lock where they have a perk point to spend but don’t have the requirements for any perks. Ex they’re level 4 but the next perk needs level 6, 7 endurance, and 80 survival.
I’d love to hear what y’all have to say.
