Hello, I want to try out TTW but first I have few questions.
In Fallout 3 with Broken Steel DLC there was a bug (never fixed) that sometimes made the enclave soldiers spawn too soon (before they appear in the main story)
Is this bug fixed in TTW?
Also, how do the weapons work? Are most of them (of the common ones) in leveled lists of 3 or only few of them?

In 322 that bug is level dependent. Unless you intentionally delay go to purity with dad into way late level .... its unlikely you will see those spawns. And even met, you should be at high enough level that you have enough equipment to deal with those walking targets.
Like, levle 20+ at least. At that stage you would have good 5mm automatic rifle and ap ammo. You can cut down 100hp enclave troopers in 1 full vat round or 20 bullets. Or throw down pulse grenade like cheap firecrackers. Etc...
The fear that you will meet officially default enemies in power armor unprepared is... unfounded.

There was never any bug except for one soldier at one outpost, it should be fixed.
You are mistaking Random Encounters that are intentional happening that have Enclave (there is 2).
There's almost complete integration cross wasteland and DLC where it makes sense to do so. You still need to do DLC for DLC specific items.
