First TTW playthrough and game is freakishly easy

I can't think that any of my enabled mods would do this playing on very hard FO3 start:

Damage taken is minimal
Damage given is a lot
Can repair to maximum
Guns and ammo are a LOT

This is true even though I am playing with exp lowering mod and are still at level 1......

Does TTW somehow make the game easier?

You are using a load of incompatible mods. Can't trouble shoot.

F3 repair is not enabled by default, you are experiencing NV's change to that.
Leveling is the same as F3/NV not changed.
I gave up on trying to balance TTW to NV standards, 3.3 has since been rebalanced to F3 standards. NV is a casually balanced game for RPG players.
The economy was also balanced to NV, which I have since changed to Fallout 3 economy for 3.3

BLEED/BURN/and enable METRO style difficulty. Use hardest in game setting.

Death in single hits or shots or burns. Also there some repair stuff that stop repair to full.

Takes a while to get the installs done but its worth it.

Only issue I've had is that I hit memory limit with only NCM Textures MAXIUM and a few gun/armor mods.
