There is a quick update on the alpha page, v1.31a, which fixes that. Make sure you download the 1.3 installer because 1.3a contains ONLY the .exe, none of the supplemental files.

If you still get the error
If you still get the error try to run the installer into a temp folder on your desktop then manually install TTW to your fallout NV data folder.
