Janice doesn't appear in Waters of Life, softlocking the game

I'm getting a bug in the Waters of Life chapter when James is talking to the Colonel Autumn. They're supposed to be arguing about project purity, and then the colonel is supposed to shoot Janice, and then the conversation continues. But for some reason Janice isn't in the chamber, so the colonel and James just stop talking. It's a scripted sequence that keeps me from entering the chamber or using weapons, so I'm completely softlocked. I've tried reloading previous saves with no luck.

A temporary workaround is that when, in the rotunda, use following commands
prid 06019FC6
moveto player
That will move Janice who is not in the rotunda (right?) into the space next to player. Then Autumn will shoot like normal and Janice will fall dead like normal (should be).
This work around is to make sure Janice appear in the cell she's supposed to, so that Autumn can do what he suppose to do in his scripted actions.

If Janice still does NOT appear, use these 3 commands instead

prid 06019FC6
enable
moveto player

and see if it works
NOte: I chose these separate commands is to make engine has time to recognize things. use combo command like 06019FC6.moveto player might be too quick for engine to realize, what with the buggy state.

Note: anyway, there should be 3 autosaves. You dont have earlier save than the one in rotunda? Like the one enter water pipe, or enter the basement? Or hell, the one enter the Giftshop cell after James and Li and her team arrive for the 1st time. That save is forced save.

Thanks for the help! I went back into the autosave in the tunnel, then I used the 3 commands you gave me to spawn her in. She walked away, I waited for a few ingame hours, and when I went back to the rotunda she was there and the game proceeded normally!

Probabbly a strange hickup with her AI packages. I have that kind of bugs ALL THE TIME~
