How can I fix the Tale of Two Wastelands master load error?

I opted to reinstall Tale of Two Wastelands, and I encountered the error known as master load error, The game goes into full screen even though it is in Windowed Mode, how can I solve problem, I tried to reinstall, and the same problem occurred when I loaded the game again.
