Doors to the train station are boarded up

I cannot get into the train station because the doors to the station are boarded up. I have already tried disabling all of my mods, but it still wont work. The door behind the barricade cannot be activated.

The train hasn't been by dukov's in 8 years now, if you are using freeside open mods then you can't access the station without a patch.
