Can't start a new game

Hey guys so when i try to launch a new game I keep getting an error : Unable to find new game quest [General] SCharGenQuest=001FFFF8 In FalloutCustom.INI TTW quest is detected but TTW is not installed. But i do have ttw installed? How can i Remedy this?
