Crash fix for some people with AMD hardware that happens when entering Tranquility Lane and/or Oasis.
Fix was created by Chucksteel and the problem was investigated by Chucksteel and Sesom.
It's an issue with canopy shadows according to the esp changes.
You'll need to place this esp at the very end of your load order, after any weather mods.
