Opened the console and used GetCurrentPackage and found out the package he was defaulting to was TTWFollowersPackageRexFiredInsideMegatonDC [PACK:10007EB0]. I don't know why this package is overriding everything else for Rex specifically, especially when the conditions for that package aren't met (Rex isn't fired)
Tried making an override for Rex and all of his packages from TTW using FNVEdit and putting it last in my load order, but that fixed nothing.
I don't think it's a mod conflict, but here's my load order, just in case:
