Change Levels Per Perk to 1 for Hardcore mode

Just looking to play Hardcore mode with a perk every level.
I can't seem to find the setting in xEdit to remove the change that is made by Hardcore mode that increases iLevelPerPerk from 1 to 2.

Thanks in advance (and sorry if this has been answered already).

TTW - Wasteland Supplements should have the mod for you, it's on nexus.
