Fallout Nv.exe isn't responding

I'm having an issue where I go to launch the game from mo2 and the screen goes black and says falloutnv.exe is not responding. I've followed the guides for TBOT, WSG, and Salemanders Texture guide and have asked in all their discords respectively what a possible fix would be, and have tried every suggestion given already. Figured it's an issue with either ttw itself or something from the base game.
