After being invited in I turned a quest in and then opened up on them. All the raiders refused to become hostile until damaged. I've experienced the same thing with ghouls when using the mask. I'm pretty sure it didn't used to work like this.

There was a setting that was turn on when you get past the Fiend at the Vault Gear Door. The way you go through V3, it could lead to that setting doesnt get turn off automatically.
There are several quests going on with V3 so there's many chance to make it bugged~ Full power rock and roll is the very last option here, before you completing several related quests

Is "Aba Daba Honeymoon" quest is active? If you've passed speech check at the entrance then this is normal behavior to grant access to the boss.

By passing a Speech Check at the entrance to Vault 3 the Fiends might become permanently friendly.
Entering
SetPCEnemyOfFaction 000ef323 1
in the console will make them hostile again.
