Converting weather mods is pretty complex, you can load/save them in geck and it should fix the times of day, then you need to fix the images spaces for the two added times of day (noon and midnight) , then fix up the colors in the two added times of day. It's annoying and painful, weathers won't work right ported directly over without doing this.

This uses the TTW Fellout .esp from 2.4.9b, saved with the Geck and the deleted weather undone, just with a bunch of fixes so it doesn't look completely wack. No more purple skies, no more dark grey fog, less drastic colour differences between sky upper and sky lower, that sorta thing.

Aye I prodded around in there, and there's a few weathers that have 000 RGB values for some of their elements, but are covered by TTW. Went and fixed up half of them, and took a break because it's tedious even with xEdit.

If you take the original F3 mod and load/save it in GECK it will fix the positions to be correct, and then it's easier to fix the ones which are missing with easy drag/drop in xEdit.

Updated, now the night sky isn't pitch black, so you can see the stars and moon. There's also a bit of light, like in reality, so you can see outlines and such.

:D Oh wow I finally found it! Would you be able to explain to me how to utilize this script?I was literally thinking about how I wish I was smart enough to write a script that would just do it for me and here it is but im too dense to even know how to use it xD
if you do find the time and patience to explain it to me, I would be grateful.
I would like to make nights just a bit darker but its hard to get something consistent for TTW
