Odd static like noise during pause, pip-boy, etc.

Hello,
I tried navigating the forums however I could not locate anyone with the same issue. I used the full installer with the OGG Vorbis files. The game runs perfect other than one problem, this odd static like noise. It sounds like a generator in the game running. I i pause the game, open the pip-boy, or simply stay idle in a convo with an NPC, you can hear it. It starts off quite but then it gradually gets louder. I played both games separately without the problem, even when they were modded. I decided to try TTW as FO3 just kept crashing. I made sure to do a clean install, remove all saves, and followed the video instruction guide. I have no additional mods or changes to any .ini file and such. I'm starting to wonder if its the OGG Vorbis files? I appreciate all and any feedback, thanks!

It is? I've never noticed any noise like that. Maybe it's an issue with the ogg codecs some people use. Try updating your Windows codecs, and ESPECIALLY the ogg codecs that go in the FONV main directory.
