Fallout 3 custom weapons not appearing?

so i don't know if this is because of the mod or something but i cant make weapons like the railway rifle or the rock it! Launcher, i can find the components to build it but once i build it i don't receive it, any idea why?

JIPNVSE is missing or wrong version.
