Sargent RL-3 is broken PLEASE FIX
Can Someone Please tell me the console commands to recruit the robot no matter what i do or try to do i cannot get him i feel he is broken :C

You need neutral karma or the charisma bobblehead (which allows you to recruit anyone).

And you also can't have any animal or robot companion (Dogmeat, Rex, ED-E, etc.) with you at the time.

You are allowed one humanoid and one non-humanoid companion. Since RL-3 is classed as non-humanoid you can't have another non-humanoid companion with you when you request his help.
As stated; you can't have Dogmeat, Rex, or ED-E with you and you need to be neutral karma unless you have acquired the Charisma bobblehead which bypasses the karma requirement.
