I would say it would be more than just textures. Freeside Open also includes Sound files. Which means if you do not include the Sound Files you're likely going to be missing some sounds. Which can include random chatter, background noise, and possibly even some dialogue. Not sure what Freeside Open adds when it comes to the sound department, but you may never notice it missing if it's something minor.

That being said. Simple way would be to just download Freeside Open, grab the Sound and Texture Folders, and drag/drop them into your Fallout NV/Data Folder. No need to unpack the original ESM/ESP at all.

Yeah I guess I should have included the sounds as well. I had done that myself and not really thought to include that in my original comment.

And yeah, I just didn't select the ESM or ESP included in MO2 during the installation.

So just to be clear the solution requires the original mod to be loaded than the patch and then deactivation of the original mod? And this solution does not require the moving of texture files into any of the game files correct?

Well I had a 12 hour save with this enabled. Works great.. until I got the quest from the king to check out what's shady about the bodyguard.. so I went to orris, he starts escorting me.. runs all the way to the king base, and stops.. won't talk, won't move. I just wanted to do this for rex so screw me I guess.. so I had a save before I talked to the king.. screw it.. disable freeside open for now, load the save, yes I know it's missing a file whatever.. go to the gate.. orris is totally gone and crap is screwed in freeside.. fine.. reload the save with freeside open still disabled in the king's base, save again, quit out completely, load the save, freeside is still all screwed up.. every google result is like "check your load order" except I use loot auto sorter... *sigh* So now I have to start new vegas allllllllllllllllll over again I guess...

Yeah it's always been broken and buggy, it's always been beta, says so on the page. There's loads of bugs with it.

I always use Freeside Open alongside Uncut Wasteland, but the version of Uncut Wasteland that's compatible with Freeside Open has both Freeside Open's .esm file and the .esp file as a required master - and with the Tale of Two Wastelands patch essentially merging the .esp file into the .esm file provided here, this obviously causes some problems. How would I go about remedying this? Outside of URWLNV Ultimate Edition and Weapon Sounds Overhaul compatibility (which may or may not be compatible, but I'm not about to take that chance), it's one of the few stragglers left that's keeping me from making the switch to Tale of Two Wastelands, entirely.

EDIT: Come to think of it, how exactly does Freeside Open conflict with Tale of Two Wastelands? Considering they're in separate worldspaces; I'm curious. Are they severe, game-breaking conflicts, and if so, how?

While there are almost certainly other compatibility issues, a major one seems to be that Tale of Two Wastelands needs to edit New Vegas' worldspace to add a way to go between the worldspaces, and that method is a train that, on the NV side, is (last I checked) in Freeside.

I don't know what you are talking about, there is no such thing as a "train hat".

The train is just a switch and moveto script commands.

If you mean broken steel, it's not a hat either, it's an armor, and so is the boat to point lookout. That PC Gamer article is wrong.
