Two questions involving the popular mod "The Tale of Two Wastelands"

Will I be able to unlock Fo3 achievements or just New Vegas?

Will it display a playing time in my steam library for when I was 'playing' Fo3, or would it bundle it all together into NV since I am launching it through NV. Thanks for the help!

Since TTW is a Total Conversion of Fallout New Vegas, you will be running FNV only and not FO3 at all.
Which means that you will only get FNV achievements and playtime.
