Random encounters not resetting

In front of the Super Duper Mart there are always 3 Talon Mercenary, near Vault 106 a drug dealer. I have tried waiting 32+ days in an isolated cell like in Skyrim but they are always there. Even killed them with the command but they respawn everytime.

What is going on?
