Insufficient free space error

When I click the install button in the TTW installer, I am given an error that states, "Insufficient free space, at least 17GB is required to install TTW." I have over 17GB of space on all of the drives on my computer. Does anyone know why it won't let me install, and if there is a fix to my problem?
