Puppies perk not working

hi guys so i lost dog meat after a while and i spawned him using console commands but i got two so i used the ZAP command and got rid of one.....so later while doing broken steel the laser when it came down killed dogmeat but he was stil alive and attacking my companions and they killed him again?? i know weird???


Well later i got the puppies perk and now no doggies will spawn?? i waited a few days but noting :c

How or what command can spawn the pup??
