I looked at this, and the reason it doesn't start is that like a number of NV mods, it's checks to see if you're done talking to the Doc first. He gives you the pip boy, but instead of looking for the pip boy, they check the NV main quest status. If you change the script to check for a pip boy instead, it works just fine... maybe. This is one of the pip boy replacer mods that don't just change the mesh and/or texture, it replaces the pip boy altogether. As such, it will probably have problems with Tranquility Lane, where the pip boy gets removed, then added back later. It's recommended to not use mods like that, but if you do, turn them off before entering vault 112, and then turn it back on after leaving.
