TTW startup taking forever

So i'm having this weird issue where after you click load game after starting up, it goes to the loading screen for a second then goes to a black screen. Then after like a whole 2 minutes on the black screen the game will finally load in. This is only after the initial startup though. If you load a game, or if it autoloads from you dying, or if you fast travel, its almost an instantaneous load screen, never more than a few seconds.

I tried reading up about this here, and on google first before I asked so sorry if I missed a thread that solves this.
