Enemies do not seek cover and just rush me

Hi, after playing too much modded STALKER Anomaly I decided to try Fallout, I just installed the mod together with others and I am playing on Very Hard + Hardcore, however I noticed that enemies in this game just don't give a shit about cover, they just rush me and stand in front me shooting. I am on the Super-Duper Mart quest fighting some raiders, and after activating the Robot at the back the Raiders detected and just rush me, even the ones armed with guns, like, they just stand till there really after getting really close to me and start shooting, is this normal?

I used the Wasteland Survival Guide to install if ir helps.


EDIT: I also just noticed that raiders can just one shot me in melee or take at least 80% of my heath, even unarmed. I understand that I am not dealing enough damage in melee because my character is only level 2 and also because I am using ROOG, but I am also using the Armourer Vault jumpsuit and they can still kill me really easily in melee while I can shoot them multiple times in the head with the 10mm pistol. I am using Overhaul mods such as ROOG, BLEED, BURN, Sawyer... I know these are supoosed to be hard and I am totally fine with that, as long as I can deal reasonable damage too.
If it helps, I woud like fights to be difficult and realistic on both sides, but so far it seems my weapons deal way less damage when compared to the damage my enemies do with the same gun.

What did you expect? You set the game to a high difficulty level, so enemies will cause more damage to you and have more health. You on the other hand cause less damage on the highest difficulty, as far as I know. Add BLEED to it and you're in for a challenge. That's what you wanted.

Enemies only take cover when their confidence is low and they are underpowered. This is not the case in your example. They are much tougher than your level 2 character, so they can just rush you.

Better play on normal/hard with BLEED and don't use VATS. I prefer that, because VATS feels like cheating.

I expected a challenging but fair difficulty, if the enemy can one shot me or take 80% with a shitty melee weapon like a baseball bat or knuckles then I should also be able to deal reasonable damage to him. These aren't high level enemies with armor, these are basic raiders using light armor, most of the times they don't even helmets and still take multiple shots to the head.
Maybe I just got too used to Metro 2033 difficulty, in that game the higher difficulties provides bonuses to damage for both sides, enemies still deal more damage, but you can get around that by playing smart. In my modded Fallout game however, basic raider enemies can hit me with a shotgun from long range and when in groups don't even care about cover, just rush and there's nothing I can do about it since my guns even in good condition do shitty damage anyway.

I noticed that playing on Hard with these mods on seems to be the best option, they still take a bit too much shots to kill but not as bad on Very Hard. Again, I am not fighting against high-level enemies, I am talking about basic raiders without head protection taking shots to the head and just shrugging it off like it was nothing.

EDIT: I don't mind getting easily killed if I wear no armor or make mistakes, it's just that it feels that the enemy can make a lot more mistakes and just ignore cover because I just don't reasonable damage on Very Hard. As said above, playing on Hard makes this issue a lot less annoying and more "realistic"

My setup on very hard with bleed, sawyerbatty and roog is not even remotely fair. But this is intended as I'm intimately familiar with the game, exploiting AI and tactics and I tend to play with guns or energy weapons. I made these mods for myself afterall.

As mentioned confidence and your level matters, if you are under their level (which you are, they are level 5) they can and will rush you because they know you are not a threat. Level up first before taking them on, there's plenty of other stuff to do than the main or side quests. Fallout 3 is meant for you wander and explore, like your name suggests.

To deal with the raiders in SD mart, I suggest you use mines effectively, and get your sneak up and use stealthboys and magazines as well as buffout and psycho if you plan to go melee. Of course use VATS with melee/unarmed so that you can make use of its teleporting feature.

Medx will provide dr and by now you should have a bunch.
Buffout more hp and slightly less sway
Mentats up percepton mean shoot more accurate.
Steady should be rarer but one dose will zero sway.
One mine in front and behind a door.
Dont be afraid to get in a safe corner and spam grenades.

And i dont know, git gud? You are actually too new to fnv/ttw.
