Citadel won't offer power armor training

I haven't done Operation Anchorage, I haven't gone to New Vegas, I don't have any other mods active, and I have the latest version. None of the brotherhood have the dialogue to ask "Where can I get power armor training?", and the Elder won't give me the option to ask. How can I fix this?

You need to talk to Paladin Gunny.

That's a bug in this version of TTW. It's fixed in 3.3 that should be released soon.

For now, the only "legit" ways of getting the training is doing Operation Anchorage or getting it in FNV from the BoS or Enclave Remnants. You can also get it using the not "legit" way, by giving your character the perk using the console command.
