Newbie question about TTW

I have never played TTW but it seem a very interesting way to play both FO3 and FNV. Would appreciate if any one can give some clarification on the following.

1.Is XP gain slower in TTW?
2.What's the level cap in TTW?
3.Do you earn a perk every level or every two levels?
4.Assuming you start the game in DC are perks from FNV available before traveling to NV?
5.How does overlapping perks in the two games like grim reapers sprint work in TTW?
6.Does traveling early on in the game to NV affect certian quests in DC and vice versa?

3. Hardcore Mode Off = Perk per level. Hardcore Mode On = Perk every two levels

5. They usually work like in New Vegas, but there might be differences. The Grim Reapers Sprint perk for example now has two ranks, 1st rank works like the FNV version and 2nd rank works like the FO3 version
