Concerns on balance in transition between CW and Mojave

I am very excited to start my first playthrough. I am trying to keep it as vanilla as possible mainly just QoL/UI mods. Should I use the Benny mods (
https://www.nexusmods.com/newvegas/mods/69842 and/or
https://www.nexusmods.com/newvegas/mods/71112) to resolve some of these issues or has releveling been implemented already?

Releveling is not implemented and there aren't any plans to do so in the future either. So you should use that mod if you want to go back to level 1
.
The plan is to level the Mojave Wasteland in the future. Since all of the FO3 and its DLCs and all of the NV DLCs are levelled already (they were all released levelled by the developers).
