[BUG?] Areas not leveled with character ?!~

[BUG?] Areas not leveled with character ?!~

Just recently checking the Arlington Cemetery area and discover a few areas dont leveled with character

- Arlington Utility and DCTA tunnel 014-B Potomac has raiders at 25 HP. Surely that's the basic template?

- Mama Dolce's with the Chinese Remnants also doesnt feel leveled up with character. Remnants seem to be their basic template, which is higher than basic raider, but still too low 50-75 HP. I know they are armed with Chinese weapons and clothings as theme, but shouldnt their HP up to 100+ at least if not 200+? The Talons chased after our ass and SM are 300 already. And if they leveled up, maybe increase their loots too? Not the weapons (because theme) but maybe adding more Sugar Bombs onto that. SB is highly demanded (Murphy's Ultrajet) so it would be welcomed trade goods.
EDIT: second run, coc into this cell and the remnants are 25HP with some slightly higher with PC at level 4 and 20. So 75 would be maxed stat then. Not bug, just terribly low quality template.

- Also the Evergreen Mills area. The raiders wander this area the first time we visit would be basic template. I visited at 20+ (just because) and that's frankly too easy. Sitting atop their building shooting down is like shooting fishes in a barrel. They cant even retaliate effectively.
++++ 2nd run, test this with a level 20 character, and while there's some 25HP left, there's about 1/3 or 1/2 is 80-90HP.

Just a feedback for your next update~

You must be using a mod that breaks them, all NPCs have at least base health of 50, and raiders and stuff are a lot more.
