I would probably not play the mod myself (even if I don't actually take advantage of it, I don't see why I would remove the option to travel to New Vegas). However, I do want to point out that one thing that really bugged me when I played Fallout 3 was the fact that I hit the level cap way too early (level 30 well before finishing the main quest both times, let alone touching Broken Steel. And while I do like to explore, I'm hardly a completionist). So I would suggest either nerfing XP gain (probably the better solution) or bumping up the level cap.

I think that Fallout 3 is unbalanced for the game mechanics of the NV especially Hardocre mode. I just finished Broken Steel and i was a tedious chore. EVERY Enclave soldier is a tank. I had no problem tearing their armour to shreds but they had so much HP due to Level Scaling (i was lv 26 at the time). Wasnt a pleasant experience. I think that Fallout 3 needs to be rebalanced i a way that siuts FNV. And the firts thing to go is Level Scaling. F3 is not a good shooter and Bethesda made 2 whole DLC trying to make it into a damn WW2 on steroids.

One more thing. Something has to be done with Point Lookout Lods. They are bad. i can see gaps in landscape from not so far away really. Thats not an INI or gridstoload problem. DC works just fine with the same INI a have, Its the PL and it LODs. I am sure of it.

This has nothing to do with TOW, a mod I haven't even made yet.

Problem is on your end. TTW is fully working for years.
