I hadn't played fallout 3 since its original days so it's been a while.
I'm much more familiar with new vegas.
In new vegas, karma was who you really were, and reputation was who people thought you were. So secret crimes still affected karma, but public behavior affected reputation.
Now I'm noticing in fallout 3 that karma is being used as reputation. It feels like people are psychic. Jericho and a mr Gutsy, I think, are looking straight into my character's soul and seeing the karma. In New Vegas, I don't think anyone could do that... karma was your private ethical alignment,reputation was the public.
At least I think so. Maybe I'm wrong? Was there really a change in how these things worked between the two games?

You're not confused. That's pretty much how they worked in the two games. There was no reputation system in 3 like there was in NV and Karma affected a few more things than it really does in NV.
Produces the programming equivalent of coffee stains.

Kazopert made a TTW mod where he introduces reputations to the FO3 side of TTW:

Kazo also made a FNV speech check style for the FO3 side of TTW:

With these mods, you get the FNV "feel" on the entirety of the TTW.
