Citadel's Courtyard is Underground

The courtyard of the citadel is underground due to having too many dependencies on the wasteland worldspace. I did a quick and dirty test and removed the "Use Land Data" check box from the CitadelWorld data but the NPC's cluster around the door before wondering off and Dr. Lee twitches while talking to Elder Lions.

I ran into this exact problem

I ran into this exact problem before the official release of 2.4 and fixed it by unchecking Use Land Data, as it was in 2.2.  That fix was supposedly merged into 2.4 before release, so it's odd to see this pop up again... Unless it's something totally different?

Is there a way to bypass this

Is there a way to bypass this bug for now? I wouldn't know where to change this "use land data".

If not, i'll have to try setting questprogress manually, though i'd rather not.

Can confirm that turning off use land data solved the issue for myself. 

@Gynther, this is done through the GECK, under world spaces.

I looked at the Citadel World

I looked at the Citadel World Space and  there isn't even the option to check or uncheck UseLandData. It's grayed out for me.

got to world\World spaces you'll get a new window, click on Citadel world and you will find the check box you need to change. Save and you have a fix done by yourself.

Can you make a version of that fix that does not include those four packs.

fnvedit does not let me remove those masters because i do not have them installed.

As requested, just a quick removal of the Courier's Stash dependencies in the header, via FNVEdit. Use at your own risk.

Also, renamed to be more descriptive. I didn't use the TTW_* prefix because that seems to be more the pattern for official TTW things.

Raider480 - just to check - did you remove the stash packs by going to "sort masters" -> save -> reload FNVedit -> "clean masters" -> save?  You can't delete them manually by editing the file's header or it breaks the .esp.  Ask me how I know lol

After lot curses I noticed that I need to load the fix after Nevada Skies plugin for it to take effect. Maybe just a strange thing that happened to me, however.

If NSkies is loaded after hotfix, no citadel. Loaded before no issues. That was the case with me. But I also had the TQL black out with Nskies. (more just as in FYI, don't know how much if any help it is.)

I also ran into this issue

I also ran into this issue and am trying to fix it. Using the vague info from above posters I think I found the area where you disable use of land data but I can't enable/disable the option.

I'm using the FNV geck since that seemed appropriate but here is a screenshot.

Use land data is already disabled in that screenshot. You are probably using another mod that didn't disable that flag.

Is there anything I can do to

Is there anything I can do to avoid having to disable mods to complete this quest? I disabled all the non-character effecting mods and it was still there so I assume it's one of those mods and If possible I would like to avoid disabling since it'll change my character quite a bit.

Confirmed fixed in the RC build. Additionally: In the first post is a version of the fix with the added water puddle fix and the dirty edit in Freeside removed.
