If you mean broken steel, it's not a hat either, it's an armor, and so is the boat to point lookout. That PC Gamer article is wrong.

Searching this topic on Google pushes this thread to the top of the search results, and it seems that the links provided here no longer work to provide a solution to this problem. Sorry this is coming a year late, but I only just ran into this problem myself and decided to design and release a functional work around, so that anyone else that runs into this problem, and subsequently this thread, has a mod that resolves the issue.

It's called "Union Station Online Booking", a simple script mod that allows your character to fast travel to the TTW Union Train Station by way of the Lucky 38 Presidential Suite Terminal, and then back again by way of the Union Train Station Terminals. This is NOT a fix to the conflict, but a functional work around that will allow players to use both mods at the same time from now on, without breaking immersion by resorting to console commands. Hope this helps anyone in the future that might stumble upon this same problem!

The link to the original patch by RoyBatty seems to be down. I couldn't find any direct alternative apart from that workaround by TheRighteousFist.
So for the past few days i have been dicking around on the Geck just trying to figure that program out, and i decided to do so by creating an alternate compatibility patch. Using that merged FreesideOpen.esm provided by 5Y0N. I changed the door marker teleport to the Freeside World Space that Freeside Open uses. I also moved the sidewalks and old building out of sight, and converted my patch to an ESM after re reading that bit about the patch needing to be a ESM for Navmesh edits to take effect.
It's on the Nexus if anyone who doesn't already have the old patch wants to try it out. I have been testing it out for a day. I did the quest where the player repairs the Train Station once, and went through the quest triggers for going to New Vegas and back a couple of times, no errors or crashes from what i can see. I even got pick pocketed by a local next to Union A&P in Freeside so i don't think i broke either mods. Please provide me some feedback since ultimately this was just a learning exercise!
With all that said i'll gladly take my patch down if RoyBatty or someone were to upload the original, or if my patch just isn't good.
