As far as I am aware the water around the Jefferson Memorial is supposed to be clean and give you no RADS after you turn purifier on at end of main quest, but there are RADS in the water in my game.. anyone else noticed this?

Yes, I've noticed this as well.
I THINK that this is a vanilla bug. Can someone test a FO3 play and see if it happens?

Nope tested it in my fallout 3 (latest version, all dlc, no mods) water is clean.

Just beat the FO3 main quest and I can say that my water is clean and pure (just took a nice swim in it and drinked from it too, and it also looks clean and nice), using TTW 2.2 and only using DarnUI, NO OTHER MODS
Also, it is a known vanilla FO3 bug as seen on the wiki:
But it is flagged as being a bug on PS3 and Xbox 360, not a PC one

I never got this in vanilla Fo3 or RFCW. I did notice this issues during TTW V1.4 but in V2.x I've yet to test this.

I have the feeling it is a FO3 vanilla bug that appears sometimes.
This was my fault. I misunderstood exactly what was supposed to happen during the quest transition. Only the water that is literally right around the purifier is supposed to be clean, the rest is supposed to remain irradiated. I actually did the opposite of this originally. The true, final fix for this has been pushed to the SVN.
Think there is another bug that goes with this, Beggers still die if you inject or not from the water. iv not done BrokenSteel yet so don't no.
