I'm really happy with this

I'm really happy with this system, at least in theory.

What I was hoping for, and what seems to be confirmed is that SPECIAL limits the number and kind of perks that are available to the player.

In Fallout 3/NV, for instance Animal Friend requires 6 CH. Now, every perk requires some minimum SPECIAL stat in order to be taken.

What I was worried about, in overhauling the skill system like they did, is that SPECIAL would no longer matter for determining the player's skills. In one way, Fallout 4's system makes SPECIAL even more consequential for determining perks/skills than the classic systems ever did, since SPECIAL only determines the starting value of skills, not which ones the player can choose to increase later on.

With a low intelligence character, for instance you can still put points into science or medicine. Fallout 4's system would probably limit, maybe severely if a low intelligence character could even obtain rank 1 of the Science perk.

Something I found interesting to note:

And on top of all that, you also get separate Perks from the many in-game magazines you can find (there are over 100). Some of these grant an individual Perk, while others up the rank of a Perk associated with that magazine. For example, there’s a 10-issue run of Grognak the Barbarian comics that each give you an additional rank of the Barbarian Perk, which raises the critical damage of melee attacks.

I like that way better than magazines giving skills for a few minutes.

Yeah, the videos they've been slow dripping out have been fun and effective at getting me itching for Nov 10.

I think this new system is interesting and I'm curious to see how it plays out. From the video, it appears you can choose a perk or level up a SPECIAL, so essentially infinite "intensive training" options until your SPECIAL is all maxed out.

Since there isn't any level cap, I guess theoretically you could eventually max out every SPECIAL and get every perk, but with 70 perks that include 275 rankings of those perks, that'll be a whole lot of XP to get through. And game breaking too, of course, but I appreciate the built in flexibility of the system to accommodate that.

But even with that, my initial impression is that this perk approach will end up with more interesting and unique character builds. The skills system seems too easy to make characters good at everything, and the uniqueness of the player character seemed to come primarily from their SPECIAL and perk selection, and any role playing they player brings to their character. 

And with more unique character builds, I'm hoping we'll hear interesting stories about how differently the game plays out. I'm looking forward to some fun water-cooler moments on forums and talking to friends about how different the game plays with their builds.

Since Rapid Reload is coming

Since Rapid Reload is coming back from New Vegas,I wonder if Miss Fortune will come back. Maybe it'll be rank 2 of the Mysterious Stranger since they seem to be merging other perks into one.

That seems likely, to me. The only one that I've seen that didn't have ranks was VANS, which...causes you to see the direction to your quest target in VATS? I assume it'll work something like Clairvoyance in Skyrim.

Still want to know what the Garfield perk is. Probably item detection?
