Include Tweaks.ini for MO

I feel like it would be trivial to include a MO ini tweaks file for future releases. I'm certain myself and Gribble have done this and know that it works, and I believe Jax has tried it as well (he created the sample file.)

The desired output would be to just add the file to the 'Main Files' folder after running the installer, as it's often simpler to rename that to TTW Main Files and drop it in MO/Mods than building FOMODs and installing through MO.

Another note: The MO FOMOD installer is based on NMM's FOMOD installer. As such it doesn't really work for large files.

Just curious, what other tweaks are considered here as the INI settings included with the latest 2.9 release seem sufficient?

Don't know why this is still marked as "In progress".

It will be added to the installer, I will be checking FalloutCustom.ini for validity since the game seems to look for it and load it from my digging in the code. If it does override any setting we can remove directly altering ini's and just put this Custom ini in instead.

I don't know how this will affect MO users, I assume they will have to use the already available overrides.

We'll be using FalloutCustom.ini functionality as provided by JIPLN, as MO does not support this or Custom.ini (vanilla) someone will have to add support to MO for them.
