Freaky Eyes

This is a problem I have had in the past with the vanilla console game (XB1) but I was hoping that there was a way to fix it on PC.  I have read a ton of threads dotted around the internet about what I think it the same problem, but nothing I have tried has worked.  I have seen descriptions of eye problem as having double iris, or fixed looking extreme right, but frankly I'm not sure what it is.  They are just this weird glossy black (see screenshot).  The image I included even looks a little more natural than it does most of the time in game depending on the light.

Most of the solutions suggest turning archive invalidation off and on, which does nothing.  They also tend to point the finger at FCO, and make suggestions to change the load order.  I have moved it up, down, and both also in relation to NVR3.  I still get the problem.  One suggestion was to install an eye mod , but no change.  This is on all characters other than the PC.  My character's eyes are custom, and show up fine.

I would adore a solution because the eyes creep me out more than a little bit.  The only thing off the table is restarting my game.  The thought that outweighs the creepiness.

I am currently New Vegas Wasteland (though this happened in the CW as well, unsurprisingly)

It's not that it doesn't work

It's not that it doesn't work, it's that it needs editing to fix all the issues with some characters in the game. I tended to notice lots of purple faces more than anything else, but it wouldn't surprise me any that either it, or it in combo with another mod were causing problems with eyes.
